EQR Hatay Defne Wastewater Project - Project Feasibility Assessment
Support to the feasibility study and pre-implementation phase of the Hatay Defne Wastewater Project, including procurement planning and documentation aligned with EBRD PP&R. Responsibilities include preparation of financial and economic models (including CBA), tariff structure analysis, affordability assessment, and institutional review. The assignment also involves identifying economic inclusion opportunities and gender-based barriers, integrating them into project design in line with EBRD’s Inclusive Transition mandate. Outputs contribute to climate-resilient, inclusive, and financially sustainable wastewater infrastructure in the post-earthquake reconstruction context.
Regional Technical Cooperation Programme for Enhancing Public Procurement Practices Framework
Provision of on-demand procurement quality assurance and capacity-building services under an EBRD regional framework agreement. Support includes review and finalisation of procurement strategies, tender and prequalification documents, evaluation reports, contract amendments, and complaint responses, ensuring full compliance with EBRD Procurement Policies and Rules (PP&R) and use of the EBRD Client E-Procurement Portal (ECEPP).
EQR Hatay Büyükçat Wastewater Project – Advance Procurement Support
Support in procurement of a 75,000 m³/day wastewater treatment plant in the Defne district of Hatay, Türkiye. The assignment covers the preparation of tender documents, procurement strategy development, and assistance in conducting three ECEPP-based procurement exercises (Works and Services). The Consultant supports bid evaluation, contract finalisation, and ensures compliance with EBRD’s Procurement Policies and Rules (PP&R), Environmental and Social Action Plan (ESAP), and FIDIC contractual conditions. The project directly contributes to post-earthquake recovery by enhancing sanitation infrastructure and service delivery for the region.
Izmir Metro Project III – Corporate Development Programme and Land Based Finance Opportunities
Advising Izmir Metro A.Ş. and İzmir MM on the design and implementation of a Financial and Operational Performance Improvement Programme (FOPIP) and Asset Management Strategy with EBRD support. Focus areas include assessment and enhancement of financial and operational practices, asset lifecycle planning, maintenance and safety management aligned with EU directives, and institutional strengthening. Responsibilities include developing a cost-efficiency framework, revenue collection improvement measures, establishment of asset management systems, and capacity building through study tours and workshops. The assignment supports the company's commercialisation, service quality, and long-term sustainability goals.
Water Corporate Development Programme (CDP), FOPIP & Procurement Capacity Enhancement
Advising the newly established Azerbaijan State Water Resources Agency and its Public Legal Entities on development and the implementation of a Financial and Operational Performance Improvement Programme (FOPIP) with EBRD support. Focus areas include improving financial performance, project budgeting, cost recovery, and procurement processes in line with international standards. Responsibilities include reviewing and restructuring procurement policies, developing supplier management and risk mitigation frameworks, training procurement staff, embedding green procurement practices, and supporting institutional transformation for enhanced governance and service efficiency in the water sector.
Third Party Monitoring for Ukraine Emergency Recovery Framework Projects
Provision of expert support for World Bank-supervised emergency framework projects in Ukraine. VALORISE contributes procurement, financial management, energy, and transport experts. The scope included review and input into inception, quarterly, and annual reports, site verification reporting (FM), and technical analysis related to RELINC (transport) and Re-POWER (energy) projects. Support focused on compliance monitoring, financial tracking, and verification of implementation progress in conflict-affected areas.
Project Implementation Support to Montenegrin Railway Passengers Trains Project
Support to the Project Implementation Unit (PIU) of the Montenegrin Railway Passengers Trains Project, a EUR 30 million investment financed by the EBRD and implemented by Željeznički prevoz Crne Gore (ZPCG). The assignment covers PIU establishment and operational strengthening, including implementation planning, reporting, capacity building, and stakeholder coordination. Responsibilities include support for multi-stage procurement processes, preparation of tender documentation, bid evaluation, and contract finalisation in compliance with EBRD Procurement Policies and Rules (PP&R). The scope also encompasses Environmental and Social (E&S) monitoring, including ESAP implementation support, stakeholder engagement, and integration of E&S requirements into project delivery. The assignment contributes to the compliant and efficient modernisation of Montenegro's railway rolling stock, enhancing service quality, operational reliability, and sustainable passenger transport.
Prefeasibility and Investment Structuring for Green Logistics Project
Provided pre-feasibility and investment structuring support for a green multimodal logistics project under the Middle Corridor. Prepared a comprehensive pre-feasibility study covering route scenarios, phased investment design, financial and economic analysis, risk assessment, and ESG alignment in line with IFI requirements. Supported bankability assessment and preparation of investor- and lender-oriented documentation.
EQR Adıyaman Wastewater Network Project – Advance Procurement Support
Support to İLBANK in the procurement process for up to 350 km of sewer network and up to 50 km of stormwater network in Adıyaman, Türkiye, under a EUR 95 million investment financed by the EBRD. The assignment covers procurement strategy development, preparation of tender documentation, and management of ECEPP-based procurement processes for works, supervision, and project implementation support services. Responsibilities include preparation of clarifications and amendments, bid evaluation support, and contract finalisation in compliance with EBRD Procurement Policies and Rules (PP&R). The scope also encompasses coordination with İLBANK, Adıyaman Municipality, and EBRD, as well as alignment with Environmental and Social (E&S) requirements. The assignment contributes to the delivery of critical wastewater and stormwater infrastructure, improving environmental performance and urban service quality in the post-earthquake reconstruction context.
Mersin Electric Mobility Project – Advance Procurement Support
Support in the advance procurement of 25 electric buses and 15 charging stations (Goods, multi-stage procurement) for Mersin Metropolitan Municipality under a planned 23 mil. EUR investment co-financed by the EBRD and investment grants. Tender documents were prepared, and the procurement process for buses and charging stations was launched; however, the project was cancelled prior to contract awards due to financing constraints, as it was not included in the Turkish Presidency Investment Programme. Draft tender documents were also prepared for the rooftop solar PV system (Works).
EQR Hatay Arsuz Wastewater Project - Advance Procurement Support
Support in procurement of a wastewater treatment plant, deep sea discharge system, and sewage network infrastructure (Works, FIDIC Yellow and Red Books) for the Arsuz district of Hatay, Türkiye. The project also includes tendering for project implementation support, and supervision consultancy, under a EUR 143.4 million financed contract by the EBRD.
Mersin Wastewater Project II – Advance Procurement Support
Support in procurement of 6 wastewater treatment plants, 3 deep sea discharge infrastructure (Works, multi-stage, Yellow FIDIC), equipment supply, project implementation support and supervision consultants for the Mersin Water and Sewage Administration under a EUR 100 million financed contract by the EBRD and other IFC.
Mersin Electric Mobility Project - Feasibility and Due Diligence Assessment
Local coordination support for the assessment of proposed e-bus fleet and related components (electric chargers, rooftop solar PV system etc), around EUR 21.5 million financed by the EBRD.
Slovak Textile Launch Initiative
Support with market research, company setup, and operations including accounting, transportation, customs clearance, and HR, facilitating the entry of a major textile producer into the Slovak market.
Logistics and Operational Support
Support with the establishment of a logistics firm to manage and optimize logistics operations for a textile production conglomerate, enhancing efficiency in transport, customs clearance, warehousing, and supply chain management.
